Russian Sanctions

The general licence permits the provision of financial services and making funds available to a person connected with Russia for the supply or delivery of specified fertiliser goods from Russia to a third country and making specified fertiliser goods available from Russia to a person in a third country, where they are intended for agricultural use only.

CDS and GVMS Downtime

  • 10/10/2022 – CDS and GVMS downtime
HMRC has announced downtime of both Customs Declaration Service and Goods Vehicle Movement System on Saturday 15 October 2022 21:30 to 22:30. Due to scheduled maintenance, creating, updating, or embarking a goods movement reference during this time will be affected. Declarations submitted in this time will be processed at the end of the downtime.
 
If you need to complete a goods movement reference during the downtime, make sure any Movement Reference Numbers (MRNs) you add have been created and released before the downtime.
 
You will not be able to:
·    add import declaration
·    add export declarations
·    validate goods movement references
 

CCS Processing issues

Please note that not all users/entries are impacted by the CCS Uk entry processing problems, below is the message supplied by CCS (UK) Ltd to its users regarding this issue.

 

CCS (UK) Ltd are experiencing intermittent issues with CDS messaging at the moment. Some messages are failing and not sending the required response/s. The teams are working around the clock to try and resolve these issues. For the time being if your shipments are urgent/perishable, please consider whether these should be part of the immediate transition to CDS because of these current impacts.

If you are experiencing stuck shipments please ensure you email the helpdesk with the correct LRN. CCS (UK) Ltd are working through a backlog at the moment but will reprocess your message as soon as possible.

TSS ( Trader Support Service )

HMRC have announced that the Trader Support Service (TSS) has been extended until the end of December 2023 to provide on going support to businesses moving goods between Great Britain and Northern Ireland.
 
The Trader Support Service has been supporting businesses and traders who move goods between Great Britain and Northern Ireland since 2020. The Northern Ireland Protocol came into effect on the 1st January 2021 and the TSS has supported over 47,000 registered traders move goods between Great Britain and Northern Ireland since then.
 
On the 3rd October 2022 HMRC have announced that the Trader Support Service (TSS) has been extended until the end of December 2023 to provide on going support to businesses moving goods between Great Britain and Northern Ireland.

Planned Strike at the Port of Liverpool & Port of Felixstowe

  • As communicated by both the Port of Liverpool and Port of Felixstowe, further industrial strike action by Unite Union members has been announced for September into October 2022.
     
    The Port of Liverpool strike will commence 19th September through to 3rd October, with the Port of Felixstowe commencing 27th September – 5th October.

CHIEF Extension

  • CHIEF Extension
HM Revenue & Customs have now confirmed that there will be an online application form to request permission to continue using CHIEF Imports for a short amount of time whilst you register/migrate to CDS.

You will only be compliant to use CHIEF for Imports beyond the 30th of September if you have permission granted by HMRC.

This extension application is open to traders who have genuine reasons for not having completed the migration to CDS in time
 

IPAFFS Change

From the 29/09 a new feature has been added onto the IPAFFS system.
It means that dates can be entered into IPAFFS via one of two options. The first, and original method, is to manually type the date as day, month and year. The second, and a new feature, is to click and select a date from a calendar.

Proof of Export

Proof of Export is imperative to allow the traders commercial invoice to be VAT zero rated. It is not enough for the seller to declare that the goods are for destination outside the UK. Evidence is required. God may only be VAT zero rated for export, where the terms and conditions stipulated in VAT notice 703 are met. Documentary evidence of export is needed to support a claim for VAT zero rating. The UK supplier must ensure that they obtain and keep the official or commercial evidence for all consignments.
