After November 01st 2023 all exporters will need to use CDS in order to make export declarations for goods that they send out of the UK as they do for imports following the switch from CHIEF to CDS in October 2022. 

If you are using a customs intermediary to make your declarations you will need to check that they are prepared for the change, likewise if you are using customs software to handle your own declarations you will need to check that the software developer is ready for the change.
